Indian frontier lab Sarvam has signed an umbrella MoU with Headquarters Integrated Defence Staff (HQ IDS) under the Ministry of Defence to build sovereign AI infrastructure across the Army, Navy, and Air Force. Executed via Chanakya—Sarvam’s dedicated national security unit—the partnership deploys its 105B foundation model and agentic stacks across sensor-to-shooter data fusion, operational planning, and target acquisition, while maintaining strict human-in-the-loop oversight.

In one of the most consequential advancements for domestic defence technology, Indian frontier AI lab Sarvam has entered into a landmark Memorandum of Understanding (MoU) with the Headquarters Integrated Defence Staff (HQ IDS), operating under the Ministry of Defence.

The agreement establishes an umbrella framework to conceptualize, design, and deploy advanced artificial intelligence applications across all three service wings—the Indian Army, Indian Navy, and Indian Air Force—as well as tri-service and joint military commands under HQ IDS.

Sovereign Tech for the Sensor-to-Shooter Loop The initiative marks a major evolution in the government’s push for Aatmanirbharta (self-reliance), extending domestic manufacturing mandates into algorithmic sovereignty. Rather than licensing foreign AI engines or cloud pipelines vulnerable to external surveillance and embargoes, the armed forces will run workflows entirely on sovereign Indian data and domestic compute.

Key operational focus areas include:

  • Sensor-to-Shooter Data Fusion: Synthesizing complex multi-domain battlefield data from radar, satellites, electronic warfare interceptors, and drones into real-time operational pictures.

  • Autonomous Target Acquisition: Accelerating target identification and tracking capabilities across contested terrains and maritime theatres.

  • Operational Decision-Support: Equipping field commanders with AI-assisted scenario modeling and logistics triage during active deployments.

  • Human-in-the-Loop Safeguards: Military doctrine remains anchored to strict human oversight, ensuring operational firing and lethal engagements cannot be fully automated.

"Sarvam exists to build AI in India, for India. The core of that mission is to put the country’s own intelligence into the systems it depends on. To work with the three services on the nation’s defence is an honour and a privilege." — Pratyush Kumar, Co-founder, Sarvam

Execution via Firewalled 'Chanakya' Unit To prevent operational cross-contamination with its commercial operations, the defence programs will be directed by Chanakya, Sarvam’s specialized, air-gapped national security wing.

Under the rollout, Chanakya will implement Sarvam’s full-stack architecture—including proprietary foundation models like Sarvam 105B, tailored perception systems, agentic operational infrastructure, and military-grade geospatial mapping engines. Crucially, the unified tri-service architecture ensures cross-branch interoperability: tactical lessons, doctrine updates, and edge models refined by naval deployments can be seamlessly ingested to bolster air combat or land border defence platforms.
