TCS Sees No Impact from U.S. Green Card PERM Suspension, Reaffirms Plan to Hire 15,000 Local Workers

Tata Consultancy Services stated that the suspension of the U.S. Permanent Labor Certification (PERM) program will not affect its workforce strategy or client deliveries, as its applications remained in single digits over the past two years. Reaffirming its local hiring orientation across 31 American offices, the IT major plans to onboard an additional 15,000 U.S. personnel over the next five years.

Tata Consultancy Services Ltd (TCS) confirmed on Friday that it will comply with all U.S. government directives to maintain its operations, emphasizing that the recent suspension of the Permanent Labor Certification Program (PERM) will have no adverse impact on its workforce strategy or ongoing customer engagements.

A permanent labor certification issued by the U.S. Department of Labor (DOL) allows employers to hire foreign nationals for permanent positions within the United States. Other technology enterprises named alongside industry developments include Cognizant, Infosys, Wipro, HCL, Capgemini, Microsoft, and Adobe.

Minimal Dependency on PERM Filings Addressing the policy shift, the IT services firm stated that its historical filings under the scheme have remained negligible:

  • Application Volume: TCS noted that its PERM filings were limited to single digits over the previous two years.

  • Client Engagements: Because of this low reliance, the company expects no disruption to its staffing operations or project execution for U.S. clients.

"Our PERM applications were in single digits in the last two years and hence we do not expect the suspension of the program to impact our workforce strategy and customer engagements."

Ongoing Five-Year Local Hiring Target Reiterating a prior announcement, TCS outlined that its American delivery footprint focuses on localized domestic recruitment rather than foreign staffing transfers:

  • Headcount Growth: The company plans to recruit an additional 15,000 employees in the United States over the next five years to augment local capabilities.

  • Delivery Presence: The firm operates across 31 offices and delivery centers throughout the country, sustained by domestic campus recruitment and local professional hiring.
